Construction & Fabrication:
Tata 410 Chassis is used for the fabrication of these vans. These vans are facilitated with the equipment’s as per the requirement of Customer & clients. MMU is a mobile medical facility built on vehicle. This MMU will go to slums and remotes of Mumbai where sufficient primary health facilities are inadequate.this MMU will be visiting various places in Mumbai based on schedules decided by medical authorities.
The Mobile Medical Unit with facility of basic pathological lab and facilities to provide the following Medical services.

Vehical selection
The basic vehical is selected , based on the data available with authorities relation to prominent manufactures refereed for suitable selection of chassis. Based on expertise and technical knowledge it is decided to build the LPV/MPV cab chassis with BS 4. Compliance engine.
The bidder shall provide fully built medical unit chassis of following specifications with composite sandwich panel box and complete fabrication and supply of medical equipment as per detail below:
The complete built vehicle will be transported to the destinations specified by NHM in the purchase order.
The bidders have to give turnkey solution to quote for vehicle chassis, fabrication and supply of medical equipment. Bidder has to build the complete MMU based on the design and layout requirements for functional, operational, safety point of view. Body Building:
Bady building of Mobile Unit shall be in accordance with AIS 052
Fabrication of medical container approx.. Dimension 16’ x 7’ x 7’ with vacuum sandwich panel technology, the wall shall be made of minimum 60 mm joint less sandwich element with outer & inner skin – minimum 1.5mm thick, white dyed glass fibre laminates with high standard gel coat layer based on isophthatic acid with UV stabilizer of reputed brand CFC free, high performance, rigid Styrofoam/ depron of reputed brand . all the panels shall be full proof and shall provide anit infection properties.
Extendable Teflon coated PVC top awning 14”×8’ with retractable aluminum section structure on both side.
External paint and logo shall be as prescribed by NHM / GOI.
Super structure :-
The bidder should have the MMU (Passenger / Medical Utility Bus Body) fabrication facility as per ISO9001:2008 (Specification required) or equivalent certified facilities. The bidder must fulfill the minimum requirements of ISO standard or exceed the criteria of fabrication. The prerequisite requirements of the bidder are separately given in annexure.
The materials utilized throughout the MMU building metallic, non-metallic, electrical or any other must be supported with laboratory test reports, indicating identification of material and compliance to respective standards and shall be external infection proof.
Where ever materials / sheets are welded, it should be performed with CO2 welding. The welding joins should not contain sludge and should have mirror finish. Where ever there is spot welding, the width of the spot should be 3mm depending upon the location and he finish should be silver finish.
The structure should be so strong and integrated with supportive members to house vehicle engine driven roof mounted air conditioner of minimum 8.5 KVA capacity.
Auxiliary Power Genset :-
The installation of auxiliary power source i.e generator with minimum capacity of 7 KW is desirable within the vehicle. This genset should have the capability and capacity to run the air conditioning system continuously (i.e in stationery mode of MMU) along with the other power requirements of doctors compartment, lighting system, equipment power utilized and spare power available for any other use.
The electrical system should be capable of using 230 watt electrical supply available at site. There should be proper ventilation; water flushing should be avoided on the genset. The housing should have appropriate anti vibration mounts, noise suppressing enclosures wither through natural and force cooling and air available for heat transfer. The genset of reputed brand. Should have dealers in Mumbai / Maharashtra including interiors & proper after sales service facility.
The interior finish should be smooth without any external projections and enough mechanical strength to avoid vibration or cracks.
Doctor’s compartment height should be minimum 1860 mm to 1900 mm.
Flooring:-
The floor should be fitted with fire retardant board of 12 mm thickness confirming to BIS 710-1976 or the latest. It should also meet BIS 5509-2000 for compliance towards fire retardant characteristics.
The antiskid vinyl flooring thickness should not be less than 1.6 mm
Drain-out arrangements with plug in at floor.
nder body construction :-
Tubing piping should be laid down in modular form for easy repair, maintenance. Where ever pneumatic joints they should be leak proof. The plastic conductors if used should be of reputed brand, T, elbows and joints to be hermetically sealed with solvents / adhesives. If flexible conducts used, the conducts should not be cut through but it should be single piece.
Electrical receptacles:-
The wiring should be as per automotive standard IS: 2465. The multiplexing wiring system should be installed. The end connection should be clipped soldered and must be male female in plastic housing. The cables conduits must be clamped rigidly along the members or laid down route at every meter distance. The pigtails or slag should be provided wherever cable can undergo stresses and vibrations. There should be separate fuse box for driver’s cabinand patient cabin. The fuses should of reputed brand, make and electrical safe limit quality, including the diffusible plug. There should be main isolator in driver’s cabin, near driver seat, which should cut off battery electrical supply. T he electric wiring and all electric fittings shall have warranty period of minimum 3 years. And all the parts, wires, switches or electric fitting should be easily available in local market.
There should be 15/5 Amp sockets and switch, 4sockets at pathology table, 2 at doctors compartment, and near patient examination couch.
There should be appropriate provision for heat dissipation at junctions, to avoid exvessive heat accumulation, which may lead to safety hazard, such as fir. All material utilized should be fire retardant.
The electrical cabling / wiring shall fulfill the compliance of BIS 2465-1984 or the latest. The battery cables cross section area should be more than or equal to 780 mm2. The fire retardant wiring used should be color coded, grouped and ferruled.
Air conditioning system :-
The vehicle enging driven branded roof mounted air conditioner of minimum 8.5 KVA capacity system should be capable of working under maximum ambient condition of 45 deg C and throughout all weather conditions should able to attain the desired comfortable temperature doctor compartment and separate blower in driver compartment. For driver compartment there should be dampers or flaps or selectable switches to provide air conditioning facility.
There should be 4 wall mounted brushless fan in doctors compartment of 200 mm, 12 V operated with a minimum warranty for 2 years.
Lighting system :-
There should be 4 LED lights doctors compartment, which can give sufficient visibility to read and write inside the doctor’s compartment. The illumination or standard of light intensity should be specified.
All the electrical circuitry should be modular form with overload and short circuit isolator should be provided of reputed make.
Vehicular lighting system should be as per CMVR requirements.
1. Without sharp corners, vibration and noise free packing of necessary tools. Lock and key optional.
2. 5 kg or more capacity of fire extinguisher should be installed near the driver. It should be clearly visible and have easy access for use. Fire extinguisher should meet BIS 13849-1993 or the latest.
3. The cabin should have air conditioning facility (i.e driver’s cabin and doctor compartment.)
4. The cabin should have entrance and exit aids such as grab rail or grab handle, perforated suitable height steps for getting in and out.
5. The driver console should also have on / off switches for roof mounted bar lights, siren, wailing system of reputed make and brand. The switches should be such located that it should be visible at day and night and easy access by driver to operate.
6. PA system also should be installed in the driver cabin.
7. There should be intercom installed in Driver and doctors compartment for two way communication.
8. There should be storage cabinet in driver compartment for keeping documents and daily needs by the driver and co-driver.
9. Branded music system should be provided in drivers and doctors compartment including amplifier, speakers of reputed make.
10. There should also be mobile charging plug inside driver cabin, at appropriate location.
11. Rear view mirrors to be provided and comply with CMVR requirements.
12. Windscreen washing and wiping system to be provided and should meet CMVR requirement. The front windscreen should be laminated type.
13. Horn should be provided in the front of the vehicle in the engine compartment. Horn should meet CMVR requirements.
All the items should be supplied & warranted by the bidder.
Doctors compartment :-
1.. there should be one patient examination table of following dimensions :
a. Length should be 1800mm-1900mm
b.Height of the table from the floor should be 680mm-760mm.
c.Width of the table should be minimum 610mm or bigger for healthy and obese patient.
2. There should be minimum two steps of minimum 500 mm × 200 mm × 175mm to be provided for climbing on examination table for patient, easy climbing and alighting from examination table.
3. In compartment one revolving branded chairs adjustable back and height to be provided for doctor also one branded revolving stool with height adjustment to be provided for patient.
4. One wall mounted writing table of size minimum 450mm×600mm to be provided.
5. One removable stretcher (pole stretcher or scoop stretcher) with wall mounting adjustment.
6. Provision to mount one no. of oxygen cylinder “B” type with pressure reducer, tubing and mask should be provided in the MMU at appropriate location for easy access for opening and closing however piping. Will be carried out up to the chest level height of the patient. Oxygen regulator, filter, assembly will be mounted on the wall permanently.
7. The cabin should have storage cabinet. The size of the storage is 890 mm× 410 mm × 255 mm at appropriate place.
8. Branded stainless steel wash basin with stainless steel tap with electrically foot operated should be provided along with portable mirror (10” × 12” wall hanging type.)
9. Two nos. of waste bin are to be provided in the near vicinity of wash basin with lid which is foot operated. One for bio-waste and one for normal waste (infective and non-infective).
10. There should be a fresh storage water tank of 30 liter capacity there will a pump installed inside the tank, which necessary be electrically foot operated.
11. Waste water storage tank below the floor of the vehicle. This tank will have a valve (cock), which will be used to dispose of the water as and when required. The capacity of this water tank will be at least 35 it.
12. One digital clock in doctor’s compartment to be provided at appropriate location.
13. The ramp entrance to be provided with two handholds, foldable or removable for easy entry of the patient. In the travel mode, this platform will be fully collapsed condition and fully secured. The surface of the ramp should be antiskid of reputed make and should not deteriorate because of environment condition and also should not generate foul smell.
14. Two handrails from end of the entrance ramp platform will be separately installed during the MMU set up and these handrails to be removed and kept inside after vehicle use. There after the platform should be made to slide in to retain the collapsible position.
15. There should be one entry door on LHS of size minimum height 1850mm and width 600 mm and one emergency door opposite on RHS of minimum height 1500mm and width 500mm full sliding windows / combination of fixing & sliding aluminium frame / tiltable aluminium square windows with toughened tinted glasses. Window frames should be powder coated. Curtains for rear / side windows to ensure patient privacy.
16. The doctor’s compartment floorings surface should be anti-skid, non-porous vinyl / PU material.
17. Variable height measuring scale, vertical mounted and weighing system to be installed in doctor’s compartment.
18. 4 Kg capacity of fire extinguisher should be installed at appropriate location: it should be clearly visible and have easy access for use. Fire extinguisher should meet BIS 138491993 or the latest.
All items should be supplied & warranted y the bidder.
Pathology Area :-
1. Working table with stainless steel top having dimensions min. 610 mm width at height of 760 mm and working table is end to end. Including wash basin on extreme right hand side.
2. A refrigerator having capacity of at least 3.5 kg should be provided.
3. There should be revolving chair firmly secured during travel mode to avoid any displacement and damage of the chair. The chair should be of branded make to be supplied by the bidder.
Rear exit door :--
After completion of doctor medical examination / pathology test / medical female examination, the patient will exit the MMU by emergency exit door.
Exit steps :-
There should be centrally located step to the door. Width of the stair case is minimum 250 mm and 5 no. of steps collapsible equally spaced with handhold. The steps will be built in sheet metal or aluminum or FRP. The steps will retrieve and attain fully collapsible position after the door closer.
Both the doors i.e doctors cabin and exit door should be provided with heavy duty door closer and handle lock operable from inside / outside.
Bidder should provide comprehensive insurance of vehicles and equipments fitted inside the vehicle for the period of 1 year from the date of delivery.
Inspection of vehicles:-
1. The body builder shall get the approval for the drawing, before starting the body building.
2. The bidder shall get approval to the medical equipment & other optional fittings before fitting in the vehicle.
3. The vehicle registration will be the responsibility of the bidder.
4. NHM may appoint third party agency to inspect one / all mobile units in 3 stages i.e. at fabrication stage, At paneling stage & pre-delivery inspection. switches or electric fitting should be easily available in local market.

Vehical selection
The basic vehical is selected , based on the data available with authorities relation to prominent manufactures refereed for suitable selection of chassis. Based on expertise and technical knowledge it is decided to build the LPV/MPV cab chassis with BS 4. Compliance engine.
The bidder shall provide fully built medical unit chassis of following specifications with composite sandwich panel box and complete fabrication and supply of medical equipment as per detail below:
The complete built vehicle will be transported to the destinations specified by NHM in the purchase order.
The bidders have to give turnkey solution to quote for vehicle chassis, fabrication and supply of medical equipment. Bidder has to build the complete MMU based on the design and layout requirements for functional, operational, safety point of view. The complete built vehicle will be transported to the destinations specified by NHM in the purchase order.

Body Building:
Bady building of Mobile Unit shall be in accordance with AIS 052
Fabrication of medical container approx.. Dimension 16’ x 7’ x 7’ with vacuum sandwich panel technology, the wall shall be made of minimum 60 mm joint less sandwich element with outer & inner skin – minimum 1.5mm thick, white dyed glass fibre laminates with high standard gel coat layer based on isophthatic acid with UV stabilizer of reputed brand CFC free, high performance, rigid Styrofoam/ depron of reputed brand . all the panels shall be full proof and shall provide anit infection properties.
Extendable Teflon coated PVC top awning 14”×8’ with retractable aluminum section structure on both side.
External paint and logo shall be as prescribed by NHM / GOI.
Super structure :-
The bidder should have the MMU (Passenger / Medical Utility Bus Body) fabrication facility as per ISO9001:2008 (Specification required) or equivalent certified facilities. The bidder must fulfill the minimum requirements of ISO standard or exceed the criteria of fabrication. The prerequisite requirements of the bidder are separately given in annexure.
The materials utilized throughout the MMU building metallic, non-metallic, electrical or any other must be supported with laboratory test reports, indicating identification of material and compliance to respective standards and shall be external infection proof.
Where ever materials / sheets are welded, it should be performed with CO2 welding. The welding joins should not contain sludge and should have mirror finish. Where ever there is spot welding, the width of the spot should be 3mm depending upon the location and he finish should be silver finish.
The structure should be so strong and integrated with supportive members to house vehicle engine driven roof mounted air conditioner of minimum 8.5 KVA capacity.
Auxiliary Power Genset :-
The installation of auxiliary power source i.e generator with minimum capacity of 7 KW is desirable within the vehicle. This genset should have the capability and capacity to run the air conditioning system continuously (i.e in stationery mode of MMU) along with the other power requirements of doctors compartment, lighting system, equipment power utilized and spare power available for any other use.
The electrical system should be capable of using 230 watt electrical supply available at site. There should be proper ventilation; water flushing should be avoided on the genset. The housing should have appropriate anti vibration mounts, noise suppressing enclosures wither through natural and force cooling and air available for heat transfer. The genset of reputed brand. Should have dealers in Mumbai / Maharashtra including interiors & proper after sales service facility.
The interior finish should be smooth without any external projections and enough mechanical strength to avoid vibration or cracks.
Doctor’s compartment height should be minimum 1860 mm to 1900 mm.
Flooring:-
The floor should be fitted with fire retardant board of 12 mm thickness confirming to BIS 710-1976 or the latest. It should also meet BIS 5509-2000 for compliance towards fire retardant characteristics.
The antiskid vinyl flooring thickness should not be less than 1.6 mm
Drain-out arrangements with plug in at floor.
nder body construction :-
Tubing piping should be laid down in modular form for easy repair, maintenance. Where ever pneumatic joints they should be leak proof. The plastic conductors if used should be of reputed brand, T, elbows and joints to be hermetically sealed with solvents / adhesives. If flexible conducts used, the conducts should not be cut through but it should be single piece.
Electrical receptacles:-
The wiring should be as per automotive standard IS: 2465. The multiplexing wiring system should be installed. The end connection should be clipped soldered and must be male female in plastic housing. The cables conduits must be clamped rigidly along the members or laid down route at every meter distance. The pigtails or slag should be provided wherever cable can undergo stresses and vibrations. There should be separate fuse box for driver’s cabinand patient cabin. The fuses should of reputed brand, make and electrical safe limit quality, including the diffusible plug. There should be main isolator in driver’s cabin, near driver seat, which should cut off battery electrical supply. T he electric wiring and all electric fittings shall have warranty period of minimum 3 years. And all the parts, wires, switches or electric fitting should be easily available in local market.
There should be 15/5 Amp sockets and switch, 4sockets at pathology table, 2 at doctors compartment, and near patient examination couch.
There should be appropriate provision for heat dissipation at junctions, to avoid exvessive heat accumulation, which may lead to safety hazard, such as fir. All material utilized should be fire retardant.
The electrical cabling / wiring shall fulfill the compliance of BIS 2465-1984 or the latest. The battery cables cross section area should be more than or equal to 780 mm2. The fire retardant wiring used should be color coded, grouped and ferruled.
Air conditioning system :-
The vehicle enging driven branded roof mounted air conditioner of minimum 8.5 KVA capacity system should be capable of working under maximum ambient condition of 45 deg C and throughout all weather conditions should able to attain the desired comfortable temperature doctor compartment and separate blower in driver compartment. For driver compartment there should be dampers or flaps or selectable switches to provide air conditioning facility.
There should be 4 wall mounted brushless fan in doctors compartment of 200 mm, 12 V operated with a minimum warranty for 2 years.
Lighting system :-
There should be 4 LED lights doctors compartment, which can give sufficient visibility to read and write inside the doctor’s compartment. The illumination or standard of light intensity should be specified.
All the electrical circuitry should be modular form with overload and short circuit isolator should be provided of reputed make.
Vehicular lighting system should be as per CMVR requirements.
1. Without sharp corners, vibration and noise free packing of necessary tools. Lock and key optional.
2. 5 kg or more capacity of fire extinguisher should be installed near the driver. It should be clearly visible and have easy access for use. Fire extinguisher should meet BIS 13849-1993 or the latest.
3. The cabin should have air conditioning facility (i.e driver’s cabin and doctor compartment.)
4. The cabin should have entrance and exit aids such as grab rail or grab handle, perforated suitable height steps for getting in and out.
5. The driver console should also have on / off switches for roof mounted bar lights, siren, wailing system of reputed make and brand. The switches should be such located that it should be visible at day and night and easy access by driver to operate.
6. PA system also should be installed in the driver cabin.
7. There should be intercom installed in Driver and doctors compartment for two way communication.
8. There should be storage cabinet in driver compartment for keeping documents and daily needs by the driver and co-driver.
9. Branded music system should be provided in drivers and doctors compartment including amplifier, speakers of reputed make.
10. There should also be mobile charging plug inside driver cabin, at appropriate location.
11. Rear view mirrors to be provided and comply with CMVR requirements.
12. Windscreen washing and wiping system to be provided and should meet CMVR requirement. The front windscreen should be laminated type.
13. Horn should be provided in the front of the vehicle in the engine compartment. Horn should meet CMVR requirements.
All the items should be supplied & warranted by the bidder.
Doctors compartment :-
1.. there should be one patient examination table of following dimensions :
a. Length should be 1800mm-1900mm
b.Height of the table from the floor should be 680mm-760mm.
c.Width of the table should be minimum 610mm or bigger for healthy and obese patient.
2. There should be minimum two steps of minimum 500 mm × 200 mm × 175mm to be provided for climbing on examination table for patient, easy climbing and alighting from examination table.
3. In compartment one revolving branded chairs adjustable back and height to be provided for doctor also one branded revolving stool with height adjustment to be provided for patient.
4. One wall mounted writing table of size minimum 450mm×600mm to be provided.
5. One removable stretcher (pole stretcher or scoop stretcher) with wall mounting adjustment.
6. Provision to mount one no. of oxygen cylinder “B” type with pressure reducer, tubing and mask should be provided in the MMU at appropriate location for easy access for opening and closing however piping. Will be carried out up to the chest level height of the patient. Oxygen regulator, filter, assembly will be mounted on the wall permanently.
7. The cabin should have storage cabinet. The size of the storage is 890 mm× 410 mm × 255 mm at appropriate place.
8. Branded stainless steel wash basin with stainless steel tap with electrically foot operated should be provided along with portable mirror (10” × 12” wall hanging type.)
9. Two nos. of waste bin are to be provided in the near vicinity of wash basin with lid which is foot operated. One for bio-waste and one for normal waste (infective and non-infective).
10. There should be a fresh storage water tank of 30 liter capacity there will a pump installed inside the tank, which necessary be electrically foot operated.
11. Waste water storage tank below the floor of the vehicle. This tank will have a valve (cock), which will be used to dispose of the water as and when required. The capacity of this water tank will be at least 35 it.
12. One digital clock in doctor’s compartment to be provided at appropriate location.
13. The ramp entrance to be provided with two handholds, foldable or removable for easy entry of the patient. In the travel mode, this platform will be fully collapsed condition and fully secured. The surface of the ramp should be antiskid of reputed make and should not deteriorate because of environment condition and also should not generate foul smell.
14. Two handrails from end of the entrance ramp platform will be separately installed during the MMU set up and these handrails to be removed and kept inside after vehicle use. There after the platform should be made to slide in to retain the collapsible position.
15. There should be one entry door on LHS of size minimum height 1850mm and width 600 mm and one emergency door opposite on RHS of minimum height 1500mm and width 500mm full sliding windows / combination of fixing & sliding aluminium frame / tiltable aluminium square windows with toughened tinted glasses. Window frames should be powder coated. Curtains for rear / side windows to ensure patient privacy.
16. The doctor’s compartment floorings surface should be anti-skid, non-porous vinyl / PU material.
17. Variable height measuring scale, vertical mounted and weighing system to be installed in doctor’s compartment.
18. 4 Kg capacity of fire extinguisher should be installed at appropriate location: it should be clearly visible and have easy access for use. Fire extinguisher should meet BIS 138491993 or the latest.
All items should be supplied & warranted y the bidder.
Pathology Area :-
1. Working table with stainless steel top having dimensions min. 610 mm width at height of 760 mm and working table is end to end. Including wash basin on extreme right hand side.
2. A refrigerator having capacity of at least 3.5 kg should be provided.
3. There should be revolving chair firmly secured during travel mode to avoid any displacement and damage of the chair. The chair should be of branded make to be supplied by the bidder.
Rear exit door :--
After completion of doctor medical examination / pathology test / medical female examination, the patient will exit the MMU by emergency exit door.
Exit steps :-
There should be centrally located step to the door. Width of the stair case is minimum 250 mm and 5 no. of steps collapsible equally spaced with handhold. The steps will be built in sheet metal or aluminum or FRP. The steps will retrieve and attain fully collapsible position after the door closer.
Both the doors i.e doctors cabin and exit door should be provided with heavy duty door closer and handle lock operable from inside / outside.
Bidder should provide comprehensive insurance of vehicles and equipments fitted inside the vehicle for the period of 1 year from the date of delivery.
Inspection of vehicles:-
1. The body builder shall get the approval for the drawing, before starting the body building.
2. The bidder shall get approval to the medical equipment & other optional fittings before fitting in the vehicle.
3. The vehicle registration will be the responsibility of the bidder.
4. NHM may appoint third party agency to inspect one / all mobile units in 3 stages i.e. at fabrication stage, At paneling stage & pre-delivery inspection. switches or electric fitting should be easily available in local market.
